	This bill makes all agency rules adopted pursuant to rule-making authority on or after January 1, 2004 major substantive and subject to legislative review.  This requirement will result in additional undetermined costs to the Legislature for advertising the additional public hearings as well as the costs associated  with the printing and copying.  This increased level of rulemaking will impact the operation of the Legislature beginning with the Second Regular Session of the 121st Legislature.
