|
Moving
the Bureau of General Services School Construction functions to the
Department of Education will require the transfer of positions and related
general operating expenses to the Department of Education. Currently, the Bureau of General Services
within the Department of Adminstrative and Financial Services pays for their
personnel and all other expenses by assessing a fee of four-tenths of one
percent on state approved school construction budgets. This dedicated revenue supports
approximately 75% of the cost of the currently assigned four positions at the
Bureau of General Services. These
positions work on other projects within the bureau to make up the
difference. As proposed by this
concept draft, this responsibility and the dedicated revenue to support this
function would be transferred to the Department of Education. The ability of the Department of Education
to assume this responsibility without additional funding or without impacting
currently existing programs is doubtful. |
