	By December 31, 2003 and December 15, 2004, the advisory committee
shall report to the joint standing committee of the Legislature having
jurisdiction over health and human services matters regarding services to
persons with cognitive impairments with behavioral issues associated with
those impairments. The joint standing committee of the Legislature
having jurisdiction over health and human services matters has authority
to report out legislation based on the report to the Legislature.
