taxes and in accordance with rules adopted by the board, the board
may renew a license for an additional year if municipal approval
has been obtained as provided in section 1012.__The board shall
transfer $25,000 of the renewal fee required by subsection 1,
paragraph C to the municipality in which the slot machines are
operated.

 
3. Not transferable.__A license issued under this chapter is
not transferable or assignable.

 
4.__Hearing.__A full adjudicatory hearing is not required for
the denial of an initial license or registration application.__
Appeals of license or registration denials must be conducted in
accordance with section 1051, subsection 4.

 
5.__Vested rights.__A person does not have any vested rights
in any license, registration, authorization, permit, application
or process provided or offered under this chapter.

 
6.__Rules.__Rules adopted pursuant to this section are major
substantive rules in accordance with Title 5, chapter 375,
subchapter 2-A.

 
§1019.__Other requirements

 
1.__Waiver of liability for disclosure.__An applicant or
licensee shall provide all information required by this chapter
and rules adopted under this chapter and satisfy all requests for
information pertaining to licensing, in the form specified by the
board.__An applicant or licensee shall waive liability as to the
State, its instrumentalities and agents for any damages resulting
from any disclosure or publication in any manner other than a
willful unlawful disclosure or publication of any material or
information acquired during inquiries, investigations or
hearings.

 
2.__Continuing duty to disclose certain information.__An
applicant or licensee shall continue to provide any assistance or
information required by the board and cooperate in any inquiry,
investigation or hearing conducted by the board or the
department.__Failure to comply upon issuance of a formal request
to answer or produce information, evidence or testimony may
result in the denial or revocation of a license by the board.

 
3.__Compensation or reward prohibited.__Except as authorized
in this chapter, an applicant or licensee may not give or provide
or offer to give or provide, directly or indirectly, any
compensation, reward or percentage or share of the money or
property played or received through gambling activity in exchange
for obtaining a license, authorization, permission or privilege
to participate in
gambling activities.
