Sec. E-5. 28-A MRSA §161, sub-§7, as amended by PL 2003, c. 451, Pt.
T, §10 and c. 452, Pt. P, §1, is repealed and the following
enacted in its place:

 
7.__Right of access.__Every bottle club shall allow law
enforcement officers to enter the premises at reasonable times
for the purpose of investigating compliance with this Title.

 
A.__Entry into the premises under this subsection must be
conducted in a reasonable manner so as not to disrupt the
operation of the bottle club.

 
B.__The investigation must be limited to those areas
involved in the actual operation of the bottle club,
including storage areas.

 
C.__The following penalties apply to violations of this
subsection.

 
(1)__A bottle club that violates this subsection
commits a civil violation for which a fine of not less
than $100 and not more than $300 may be adjudged.

 
(2)__A bottle club that violates this subsection after
having previously violated this section commits a civil
violation for which a fine of not less than $200 and
not more than $500 may be adjudged.

 
(3)__A bottle club that violates this subsection after
having previously violated this section 2 or more times
commits a civil violation for which a fine of $500 may
be adjudged.

 
PART F

 
Sec. F-1. 21-A MRSA §1014, sub-§2, as amended by PL 2003, c. 302, §1,
is further amended to read:

 
2. Not authorized by candidate. If the communication
described in subsection 1 is not authorized by a candidate, a
candidate's authorized political committee or their agents, the
communication must clearly and conspicuously state that the
communication is not authorized by any candidate and state the
name and address of the person who made or financed the
expenditure for the communication. If the communication is in
written form, the communication must contain at the bottom of the
communication in print that is no smaller in size than 10-point
bold print, Times New Roman font, the words "NOT PAID FOR OR
AUTHORIZED BY ANY CANDIDATE."
