departments and shall assist with the orderly implementation of
this subsection.

 
9. The Department of Health and Human Services is composed of
the following 5 primary bureaus through which programs and
services are delivered: the Bureau of Adult Services; the Bureau
of Children and Families; the Bureau of Family Independence; the
Bureau of Public Health; and the Bureau of Medical Services.

 
10. The Commissioner of Health and Human Services shall
consolidate:

 
A. Administrative components in the department to provide
for, without limitation, the following functions: financial
management; internal and external auditing; human resources;
information technology and data collection and management;
facilities management; contracting; licensing; permitting
and inspecting; training; administrative appeals;
communications and legislative relations; ratesetting; and
rulemaking; and

 
B. Adult protective, guardianship and conservatorship
functions formerly in the Department of Human Services and
the Department of Behavioral and Developmental Services.

 
11. The Commissioner of Health and Human Services shall
submit an interim report with recommendations to the Governor and
the joint standing committee of the Legislature having
jurisdiction over health and human services matters on other
recommendations contained in the Report of the Advisory Council
for the Reorganization and Unification of the Department of Human
Services and the Department of Behavioral and Developmental
Services, including, but not limited to, regional administrative
functions; program and service delivery functions such as
information and referral, intake and case management; functions
relating to a seamless system of care and resolution of consumer,
provider and public inquiries and complaints; planning and
quality assurance; and ombudsman and advocacy services. The
report and recommendations must include a recommendation on the
format and organization of the new Maine Revised Statutes, Title
22-A and must be submitted to the First Regular Session of the
122nd Legislature by January 31, 2005.

 
12. The Commissioner of Health and Human Services shall work
with the Commissioner of Education and the Commissioner of
Corrections to formulate recommendations, if any, relating to
child development services and juvenile justice. The report and
recommendations must include a recommendation on the format and
organization of the new Maine Revised Statutes, Title 22-A and
