3. It authorizes the Help America Vote Act of 2002 Federal Expenditures Fund account in the Department of the Secretary of State to accrue all interest earned on funds in the account.

PART V

Part V amends the law to extend the temporary terms of the Acting Commissioner of the Department of Behavioral and Developmental Services and the Acting Commissioner of the Department of Human Services.

PART W

Part W does the following.

1. It amends the law relating to the ability of state departments and agencies to transfer positions and appropriation and allocation balances.

2. It authorizes the State Budget Officer to delegate the authority to department and agency heads to reallot cumulative allotment from prior quarters.

PART X

Part X does the following.

1. It establishes the Maine Budget Stabilization Fund and transfers statutory obligations from the Maine Rainy Day Fund.

2. It amends provisions of the law related to the Reserve for General Fund Operating Capital.

3. It repeals that portion of the law related to the Maine Rainy Day Fund.

4. It amends provisions of the law related to the Capital Construction and Improvements Reserve Fund.

5. It repeals that portion of law that related to transfers to the Retirement Allowance Fund.

6. It amends provisions of the law related to the Retiree Health Insurance Internal Service Fund.

7. It requires the Revenue Forecasting Committee to calculate the long-term growth rate limitation.
