3.__Statement of right to possess firearms.__The department's applications for licenses and permits that authorize a person to hunt with a firearm must include the following statement signed by the applicant:

I CERTIFY THAT EITHER I AM NOT A CONVICTED FELON OR THAT I AM A CONVICTED FELON WITH A PERMIT TO CARRY A FIREARM.__BY MAKING FALSE STATEMENTS ON THIS DOCUMENT, I REALIZE I AM COMMITTING A CLASS D CRIME PUNISHABLE UNDER MAINE LAW.

4.__Stamps.__Whenever a license or permit to hunt is in the form of a stamp, the licensee must affix the stamp to the licensee's hunting license and validate it by signing the licensee's name across the face of the stamp.

5.__Preissue. A license or permit may be issued prior to the date upon which it goes into force.

6.__Duplicates.__A duplicate license or permit may be obtained by a person who has accidentally lost or destroyed a license or permit issued to that person under this chapter upon payment of a fee of $2, all of which must be retained by the agent.

7.__License must be signed.__A license issued by the department must be signed by the licensee prior to use.

§10752.__Eligibility

1.__Residents. A resident is eligible for a resident license or permit under this Part.

2.__Nonresidents. A nonresident is eligible for a nonresident license or permit under this Part.

3.__Aliens. An alien is eligible for an alien license or permit under this Part.

4.__Member of United States Armed Forces permanently stationed in State.__The following persons are eligible for any trapping, fishing, hunting or combination fishing and hunting license or permit at the resident fee and have the same privileges as residents of this State in regard to trapping, hunting and fishing:
