2.__Minimize environmental impact.__To minimize environmental
impact on the rivers and the river corridors, including access
roads;

 
3.__Recreational use.__To allow a reasonable level of
recreational use;

 
4.__Quality wilderness experience.__To maintain a quality
wilderness experience on the rivers;

 
5.__Multiple uses.__To minimize conflicts between different
uses of the rivers in order to allow for multiple use;

 
6.__Diversity of whitewater experiences and services.__To
encourage a diversity of whitewater trip experiences and
services;

 
7.__River use and impact.__To monitor river use and its
impact;

 
8.__Communication.__To encourage open communication with all
river users, both groups and individuals, on river management
matters; and

 
9.__System of allocating river use.__To provide a system of
allocating river use that is simple and fair and that meets the
specific goals of section 12913.

 
§12904.__Exceptions

 
This chapter does not apply to the operation of canoes or
kayaks.__This chapter does not apply to guides or camp trip
leaders licensed under chapter 927 or motorboat operators
licensed under chapter 935, unless those persons are in the
business of conducting commercial whitewater trips.

 
§12905.__General penalty

 
Except as otherwise specified, a violation of this chapter is
a civil violation for which a forfeiture of not less than $100
nor more than $500 may be adjudged.

 
The penalty for failure to comply with or for providing false
information under this chapter includes nonrenewal, revocation or
suspension of an outfitter's or whitewater guide's license or
allocation or both, subject to the procedures of Title 5, chapter
375.
