| | | 8.__Communication.__To encourage open communication with all | | river users, both groups and individuals, on river management | | matters; and |

| | | 9.__System of allocating river use.__To provide a system of | | allocating river use that is simple and fair and that meets the | | specific goals of section 12913. |

| | | This chapter does not apply to the operation of canoes or | | kayaks.__This chapter does not apply to guides or camp trip | | leaders licensed under chapter 927 or motorboat operators | | licensed under chapter 935, unless those persons are in the | | business of conducting commercial whitewater trips. |

| | | Except as otherwise specified, a violation of this chapter is | | a civil violation for which a forfeiture of not less than $100 | | nor more than $500 may be adjudged. |

| | | The penalty for failure to comply with or for providing false | | information under this chapter includes nonrenewal, revocation or | | suspension of an outfitter's or whitewater guide's license or | | allocation or both, subject to the procedures of Title 5, chapter | | 375. |
