include a provision giving special consideration to landowners
who keep their lands open to hunting by the public.__Any 2 or
more areas of land owned by the same person that are open for
hunting and that would be contiguous except for being divided by
one or more roads are considered contiguous for the purposes of
determining landowner eligibility for special consideration under
this subsection.

 
8.__Big game license required.__While hunting turkey, a
resident, nonresident or alien hunter must be in possession of a
valid resident, nonresident or alien big game hunting license, as
applicable.__Each day a person violates this subsection that
person commits a Class E crime for which a minimum fine of $50
and an amount equal to twice the applicable license fee must be
imposed.

 
§11156. Pheasant hunting permit

 
1.__Permit required.__Except as otherwise authorized pursuant
to this Part, a person may not hunt pheasant in Cumberland County
or York County unless that person has a valid permit issued under
this section.__Each day a person violates this subsection that
person commits a Class E crime for which a minimum fine of $50
and an amount equal to twice the applicable license fee must be
imposed.

 
2.__Rules.__The commissioner may adopt rules necessary for the
proper administration, enforcement and interpretation of this
section.

 
3.__Issuance.__The commissioner or the commissioner's
authorized agent may issue a pheasant hunting permit to an
applicant 16 years of age or older permitting the applicant to
hunt or possess pheasants in Cumberland County and York County.__
A person under 16 years of age may hunt or possess pheasants in
accordance with this Part, except that a person under 16 years of
age is not required to purchase or carry a pheasant hunting
permit in order to hunt or possess pheasants.

 
4.__Fee.__The fee for a pheasant hunting permit is $16, $1 of
which is retained by the commissioner's authorized agent.

 
§11157. Migratory waterfowl permit

 
1.__Permit required.__Except as otherwise authorized pursuant
to this Part, a person may not hunt migratory waterfowl unless
that person has a valid permit issued pursuant to this section.__
Each day a person violates this subsection that person commits a
Class E crime for which a minimum fine of $50 and an amount equal
to twice the applicable license fee must be imposed.
