B.__One public member for 3 years;

C.__One public member for 4 years;

D.__The insurance representative for 2 years;

E.__One home contractor for 3 years;

F.__The municipal code enforcement officer for 4 years; and

G.__The engineer or architect for 2 years.

3.__Meetings; quorum.__The board shall meet at least once a year and at such other times as the board determines necessary.__ A majority of the members of the board constitutes a quorum for the transaction of business under this chapter.

4.__Election of officers.__The board shall annually elect a chair and other officers as the board determines necessary.

§15344.__Rules

The board may establish guidelines and rules by which this chapter is administered.__Except as otherwise indicated, rules adopted pursuant to this chapter are routine technical rules as defined in Title 5, chapter 375, subchapter 2-A.__The board may adopt rules:

1.__Professional qualifications.__To be applied in determining whether professional qualifications meet the license qualifications under this chapter;

2.__License qualifications.__Relating to the qualifications of an applicant for a license authorized under this chapter that ensure that an applicant is sufficiently trustworthy and competent to practice as a licensee under this chapter;

3.__Standards of practice.__Consistent with the standards set forth in this chapter and the building code adopted in this chapter governing the practice of home construction or home improvement and the sales of home contractor services in order to establish standards of practice that serve the public interest.__ These may be in addition to the rules established under this chapter; and

4.__Other.__To enforce other rules that are necessary for the performance of the board's duties under this chapter.
