Resolved: That the Director of the | Bureau of Parks and Lands within the Department of Conservation | may by quitclaim deed, and subject to any restrictions and | reservations to be agreed upon by the director, convey property | commonly known as "community gardens," located on Winthrop Street | in the Town of Hallowell, to Maine School Administrative District | No. 16 at no cost; and be it further |

| | Sec. 2. Property exempt from certain laws and requirements. Resolved: That, | notwithstanding any other provision of law or regulatory | requirement, the property transferred pursuant to this resolve | may not first be offered to the Maine State Housing Authority or | any other state or local agency. |
