in any of these services, an individual must be enrolled in a | publicly supported secondary school or a state community college | or have recently completed a publicly supported secondary | education program.__The program must provide those program | activities and services that best serve the goals of the program | as defined in this chapter, the needs of students and the State, | and that are consistent with Maine Community College System | goals and resources. |
