Sec. 1. Energy Resources Council to study State's policy options. Resolved: That
the Energy Resources Council established in the Maine Revised
Statutes, Title 5, section 3327 and referred to in this
resolve as "the council," shall study the State's options to
allow 5% of the State's vehicle and heating fuel needs to be
met from renewable sources, including, but not limited to,
solar and hydrogen, by the end of 2010; and be it further

 
Sec. 2. Council shall identify strategies and initiatives. Resolved: That the
council shall identify and determine the cost of strategies
and initiatives by the State, including direct funding and
other incentives for research and development of alternative
energy sources, pilot programs and commercialization of
technologies and report to the Joint Standing Committee on
Utilities and Energy and the Joint Standing Committee on
Transportation, no later than January 1, 2004; and be it
further

 
Sec. 3. Costs. Resolved: That the costs of the study required in
this resolve must be funded by the conservation program fund
established and administered by the Public Utilities
Commission pursuant to the Maine Revised Statutes, Title 35-A,
section 3211-A.

 
SUMMARY

 
This resolve directs the Energy Resources Council to study
the State's policy options to allow 5% of the State's vehicle
and heating fuel needs to be met from renewable sources by the
end of 2010 and report to the Joint Standing Committee on
Utilities and Energy and the Joint Standing Committee on
Transportation no later than January 1, 2004.
