2. A representative of the lobster fishing industry;

 
3. A representative of the commercial fishing industry
other than lobstering;

 
4. A representative of commercial boat captains;

 
5. A representative of the marine trades industry, such as
a boat builder or a marina owner;

 
6. A representative of a coastal business, such as an
innkeeper, restaurateur or campground owner;

 
7. A representative of a commercial recreational business,
such as a schooner captain, kayak outfitter or fishing guide;

 
8. A representative of the finfish aquaculture industry;

 
9. A representative of the shellfish aquaculture industry;

 
10. A representative who has expertise in land
conservation;

 
11. A representative who has expertise in marine
conservation;

 
12. A representative who has expertise in conservation of
fish such as Atlantic salmon;

 
13. A representative of an environmental advocacy
organization;

 
14. One scientist from the field of physical oceanography
or similar field;

 
15. One scientist from the field of benthic ecology or
other field related to the study of the sea bottom;

 
16. One marine biologist;

 
17. One expert on Maine coastal heritage and culture; and

 
18. One citizen at large.

 
Representatives may be from the state university system but
may not be employees of a state agency.

 
The council or its staff shall incorporate at least 2
opportunities for public input and comment into its study; and
