Whereas, the study required by this resolve must be initiated before the 90-day period expires in order that the study may be completed and a report submitted for the next legislative session; and

Whereas, in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore, be it

Sec. 1. Task force established. Resolved: That the Task Force to Implement the 1991 Report of the President's and Speaker's Blue Ribbon Commission on Children and Families, referred to in this resolve as the "task force," is established; and be it further

Sec. 2. Task force membership. Resolved: That the task force consists of 10 members as follows:

A. The President of the Senate;

B. The Speaker of the House;

C. The Majority Leader of the Senate;

D. The Assistant Majority Leader of the Senate;

E. The Minority Leader of the Senate;

F. The Assistant Minority Leader of the Senate;

G. The Majority Leader of the House of Representatives;

H. The Assistant Majority Leader of the House of Representatives;

I. The Minority Leader of the House of Representatives; and

J. The Assistant Minority Leader of the House of Representatives; and be it further

Sec. 3. Chairs. Resolved: That the President of the Senate and the Speaker of the House of Representatives are the chairs of the task force; and be it further
