Wildlife Service to designate a representative who is
familiar with ecotourism policy throughout the country to
participate as a member of the commission; and be it
further

 
Sec. 3. Chairs. Resolved: That the first-named Senate member is
the Senate chair of the commission and the first-named House
of Representatives member is the House chair of the
commission; and be it further

 
Sec. 4. Appointments; convening of commission. Resolved: That all
appointments must be made no later than 30 days following the
effective date of this resolve. The appointing authorities
shall notify the Executive Director of the Legislative Council
once all appointments have been completed. Within 15 days
after appointment of all members, the chairs shall call and
convene the first meeting of the commission; and be it further

 
Sec. 5. Duties. Resolved: That the commission shall examine ways
to seek out and promote economic development through the
protection, designation and promotion to tourists of wild
natural areas. In conducting its study, the commission shall:

 
1. Monitor locations that are recognized for their
ecotourism value and strategize about the potential for
increased ecotourism;

 
2. Seek out additional locations within the State that hold
potential for significant ecotourism value;

 
3. Create a promotion plan designed to appeal to both
tourists and those seeking to recruit and retain high-income
businesses and attract professionals and a high-income
workforce; and

 
4. Propose construction of wetland boardwalks, bird blinds,
wildlife and birding festivals, highway signs and promotional
materials designed in a way to enhance rather than harm the
site that is promoted; and be it further

 
Sec. 6. Staff assistance. Resolved: That, upon approval of the
Legislative Council, the Office of Policy and Legal Analysis
shall provide necessary staffing services to the commission;
and be it further

 
Sec. 7. Funding. Resolved: That the commission may seek and accept
other sources of funds to advance its work. Notice of
solicitation and acceptance of funds must be sent to the
Legislative Council. All funds accepted must be forwarded to
the Executive Director of the Legislative Council along with
