Sec. 2. 12 MRSA §1874, sub-§§1 to 3 are enacted to read:

1.__Adherence to plan.__The bureau shall administer the waterway in accordance with the plan entitled "Allagash Wilderness Waterway Management Plan" approved by the department on January 27, 1999.__This plan may not be amended without approval of a majority of the entire membership of the Allagash Waterway Advisory Council.

2.__Allagash Waterway Advisory Council.__The Allagash Waterway Advisory Council, established by Title 5, section 12004-I, subsection 3-B, shall assist the bureau in the administration of the waterway.__The council consists of the following members appointed by the Governor:

A.__The Commissioner of Inland Fisheries and Wildlife, or the commissioner's designee;

B.__The Commissioner of Environmental Protection, or the commissioner's designee;

C.__A representative of a statewide land conservation organization;

D.__A representative of a statewide organization representing the interests of anglers, trappers and hunters;

E.__A representative of each owner of land totaling 5,000 or more acres within the waterway;

F.__A representative of each sporting camp located within the waterway;

G.__A representative of a statewide organization representing Maine guides;

H.__A representative of people who use the waterway for trips longer than 4 days;

I.__A representative of people who use the waterway for trips of 4 days or less; and
