Sec. 7. Emergency clause; referendum; effective date.__In view
of the emergency cited in the preamble, this Act takes effect
when approved only for the purpose of permitting its
submission to the legal voters of the Town of Lubec at the
next regular town meeting after the effective date of this
Act.__The election must be called, advertised and conducted
according to the law relating to municipal elections, except
that the registrar of voters is not required to prepare or the
town clerk to post a new list of voters.__The registrar of
voters must be in session on the secular day next preceding
the election.__The town clerk shall prepare the required
ballots, on which the town clerk shall reduce the subject
matter of this Act to the following question:

 
"Do you favor amending the Lubec Water and Electric
District Charter to delete references to electric
service?"

 
The voters shall indicate by a cross or a check mark placed
against the words "Yes" or "No" their opinion of the same.__A
check list must be used at the election.__The result must be
declared by the municipal officers and due certificate thereof
filed with the Secretary of State by the clerk of the town.

 
SUMMARY

 
This bill amends the Charter of the Lubec Water and Electric
District to take into account the sale of the district's
electric business on August 1, 1990. The bill is subject to
approval of the voters at referendum. The bill also amends
the charter to reflect that the trustees must be residents of
the district and are elected by the ratepayers of the
district.
