Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 5 MRSA §1669-B is enacted to read:

 
§1669-B.__Prohibition on state agency grants and expenditures

 
A state department or agency may not expend or award funds
to implement, in whole or in part, an international treaty
that the United States Senate has not ratified.

 
All state departments and agencies shall review all grants
and expenditures made to ensure that none have been made to
implement any international treaty that the United States
Senate has not ratified, or portion of such a treaty.__If an
agency or department finds that any expenditures or grants
have been made to implement all or part of any such
international treaty, these expenditures must be terminated
immediately and those grants withdrawn.

 
As used in this section, "to implement" means to take any
action that has a demonstrable and direct connection to
specific requirements of any international treaty that has not
been ratified by the United States Senate.

 
SUMMARY

 
This bill prohibits a state department or agency from
expending or awarding funds to implement an international
treaty that has not been ratified by the United States Senate.
