Sec. 1. Appropriation. The following funds are appropriated from the General Fund to carry out the purposes of this Act.

Provides for the appropriation of state matching funds to allow nonhospital-based agencies that provide mental health services to increase the wages of all employees in the classifications whose hourly wage is less than $9.50 per hour to that rate and to provide a 4% increase to other employees in that classification.
