| | Sec. 2. Commission membership. Resolved: That the commission consists | of the following 14 members: |
|
| | 1. Three members from the Senate who are members of the Joint | Standing Committee on Transportation, appointed by the President | of the Senate; |
|
| | 2. Ten members from the House of Representatives who are | members of the Joint Standing Committee on Transportation, | appointed by the Speaker of the House; and |
|
| | 3. The Commissioner of Transportation, or the commissioner's | designee; and be it further |
|
| | Sec. 3. Chairs. Resolved: That the first named Senate member is the | Senate chair of the commission and the first named House member | is the House chair of the commission; and be it further |
|
| | Sec. 4. Appointments; meetings. Resolved: That the appointments must be | made no later than 30 days after the effective date of this | resolve. The appointing authorities shall notify the Executive | Director of the Legislative Council once the appointments have | been made. The Executive Director of the Legislative Council | shall notify the chairs when all appointments have been made. | The chairs of the commission shall call and convene the first | meeting of the commission within 30 days of being notified that | all appointments have been made; and be it further |

| | Sec. 5. Duties. Resolved: That the commission shall undertake a | comprehensive effort to study abolishing the Maine Turnpike | Authority. This comprehensive study must include: |
|
| | 1. A proposal that develops toll equity; |
|
| | 2. An analysis of the availability of federal highway funds | if the Maine Turnpike Authority is abolished and all of its | functions, duties and obligations reallocated to another agency; |
|
| | 3. An analysis of estimates in cost savings or losses in | terms of maintenance, reconstruction, legal costs, accounting and | engineering functions if the Maine Turnpike Authority is | abolished and all of its functions, duties and obligations | reallocated to another agency; and |
|
|
