Sec. 1. 22 MRSA c. 1058-A is enacted to read:

CHAPTER 1058-A

TRIBAL YOUTH RECREATION FUND

§3890-C.__Tribal Youth Recreation Fund

1.__Establishment.__The Tribal Youth Recreation Fund, referred to in this section as the "fund," is established as a nonlapsing fund to support youth recreation activities for members of federally recognized Indian tribes in the State.

2.__Source of funds.__The fund receives money deposited by the Treasurer of State pursuant to Title 29-A, section 456-A and any other gift, grant or other source of revenue deposited for that use.

3.__Administration.__The fund is administered by a commission composed of one representative from each federally recognized Indian tribe in the State, appointed by each tribal governor.

4.__Deposit with Treasurer of State; interest.__Funds in the fund must be deposited with the Treasurer of State to the credit of the fund and may be invested as provided by law.__Interest on these investments must be credited to the fund.

Sec. 2. 29-A MRSA §456-A is enacted to read:

§456-A.__Maine Indian tribe; special registration plates

Subject to the requirements of section 468 and upon receiving an application and evidence of payment of the excise tax required by Title 36, section 1482, the registration fee required by section 501 and a one-time additional fee of $15, the Secretary of State shall issue a registration certificate and a set of tribal registration plates to be used in lieu of regular registration plates when that application is accompanied by appropriate certification that the applicant is a member of a federally recognized Indian tribe in the State.__These plates must bear identification numbers and letters. Ten dollars of the one-time additional fee must be credited to the Tribal Youth Recreation Fund established in Title 22, section 3890-C.__Five dollars of the one-time additional fee must be credited to the Highway Fund for administrative and production costs.
