of Fiscal and Program Review for review by the joint standing
committee of the Legislature having jurisdiction over
appropriations and financial affairs at least 60 days before
closing on such borrowing for the project or projects is to be
initiated;

 
Sec. D-2. Increase in borrowing authority. The increase in the borrowing
authority, pursuant to the Maine Revised Statutes, Title 20-A,
section 10952, subsection 7, must be used primarily to fund
capital improvements to support research and development in the
University of Maine System.

 
Sec. D-3. Appropriation. The following funds are appropriated from
the General Fund to carry out the purposes of this Part.

Sec. E-1. State Research Library for Business, Science and Technology. The
Raymond H. Fogler Library at the University of Maine is
designated the State Research Library for Business, Science and
Technology. The purpose of the library is to serve the people of
the State by providing research and development information
services in the areas of business, science and technology.

 
Sec. E-2. Appropriation. The following funds are appropriated from
the General Fund to carry out the purposes of this Part.
