| December 3rd is designated as Kate James Day, and the Governor |
| shall annually issue a proclamation inviting and urging the |
| people of the State of Maine to observe the day in schools and |
| other suitable places with appropriate ceremony and activity.__ |
| This day commemorates the life of Kate James, who was born |
| December 3, 1980 and who passed away March 6, 1999 at 18 years of |
| age while awaiting a double lung transplant.__The observance is |
| created to make Maine citizens aware of the importance of |
| donating organs, which could improve and save lives.__The |
| Department of Education shall make appropriate information |
| available to the people and the schools within the limits of its |
| budget. |
