JOINT RESOLUTION RECOGNIZING MAY 1, 2025 AS PUREBRED DOG DAY
WHEREAS,purebred dogs are living legacies of the cultures that created them, and historically these dogs worked alongside their people and provided them companionship; and
WHEREAS, the service of these breeds continues today as they work alongside humans while serving as guide dogs, service dogs, conservation dogs, livestock guardians, search and rescue dogs, earthdogs, police dogs and canine soldiers serving alongside our military men and women; and
WHEREAS, purebred dogs also serve as avalanche dogs, trackers, trailers, herders, controllers of vermin, water rescuers, carting and sled dogs, retrievers, protectors, hunters and bird dogs; and
WHEREAS, purebred dogs have been of enormous help to medical science, serving as models for many heritable human diseases, playing a role in humanity’s understanding of the human and canine genomes and benefiting pharmaceutical research and development; and
WHEREAS, purebred dogs are guardians of family, home and hearth, and always they are companions near and dear to humans; and
WHEREAS, each purebred breed is indelibly etched in the history of the culture that created it just as surely as are that culture’s music, art and language; and
WHEREAS, all dogs should be valued, whatever their ancestry, but the purpose-bred dog and the predictability of its breed should be cherished and preserved; and
WHEREAS, there is currently no day set aside to celebrate and acknowledge the contributions of the purebred dog; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-second Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this opportunity to recognize May 1, 2025 as Purebred Dog Day in celebration of purebred dogs and the many service and companion benefits they provide in Maine.

JOINT RESOLUTION RECOGNIZING MAY 2025 AS MENTAL HEALTH AWARENESS MONTH
WHEREAS,the mental health and well-being of all children, youth, adults and families in the State are of fundamental importance to the Legislature; and
WHEREAS, since 1999, the national suicide rate has increased more than 36%, with more than 13.2 million individuals experiencing suicidal thoughts and 1.6 million individuals attempting suicide annually in the United States; and
WHEREAS, over 49,000 people died by suicide in 2022, which is about one death every 11 minutes; and
WHEREAS, suicide, opioid misuse and addiction and children’s mental health issues are areas of concern in the State;and
WHEREAS, there are approximately 61,000 adults in the State who are living with a serious mental illness, including, but not limited to, bipolar disorder, severe depression and schizophrenia, and 14,000 children 12 to 17 years of age in the State have depression; and
WHEREAS, over 260,000 people in the State live in a community that does not have enough mental health professionals; and
WHEREAS, the effective treatment of mental health conditions is critical to reducing the number of individuals and families who find themselves in mental health crises, to breaking individual and generational cycles of mental illness and to promoting healing; and
WHEREAS, recovery from a mental illness requires access to professional services and involves families and caregivers as allies in recovery and as critical members of the care delivery team; and
WHEREAS, maintaining an open dialogue regarding mental health conditions encourages individuals struggling with mental illness to seek help and is an essential component to fighting the stigma associated with mental illness; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-second Legislature now assembled in the First Special Session, on behalf of the people we represent, take this opportunity to recognize May 2025 as Mental Health Awareness Month in order to raise awareness of mental health conditions and services and to break the stigma surrounding mental illness in the State.

JOINT RESOLUTION HONORING THE MEMORY OF POPE FRANCIS
WHEREAS,the members of the 132nd Maine State Legislature were greatly saddened to hear of the passing of Pope Francis on Monday, April 21, 2025; and
WHEREAS, born on December 17, 1936, in Buenos Aires, Argentina, as Jorge Mario Bergoglio, Pope Francis entered the Society of Jesus at age 21 and was ordained as a Jesuit priest in 1969. He was appointed auxiliary bishop of Buenos Aires in 1992 by Saint John Paul II, became archbishop of the Argentine capital in 1998 and was created cardinal in 2001; and
WHEREAS, Pope Francis ascended to the papacy on March 13, 2013, upon the retirement of his predecessor Pope Benedict XVI, becoming the first pontiff from Latin America; and
WHEREAS, Pope Francis dedicated his entire life to the service of God and His Church and teaching the values of the Gospel with fidelity, courage and universal love, especially for the poorest and most marginalized; and
WHEREAS, during his almost 13-year pontificate, Pope Francis focused on mercy, care for creation and attention to those on the “peripheries of both the Church and society”; and
WHEREAS, Pope Francis canonized 942 saints during his papacy; and
WHEREAS, Pope Francis published 4 encylicals, Dilexit Nos (“He Loved Us”), Fratelli Tutti (“All Brothers”), Laudato Si (“Praise be to You”) and Lumen Fidei (“The Light of Faith”), as well as 7 apostolic exhortations and 75 motu proprio documents; and
WHEREAS, just hours before his death, Pope Francis reminded the faithful of the dignity of all persons, but most especially the vulnerable, the marginalized and migrants, and encouraged all of us “to hope anew and revive our trust in others, including those who are different from ourselves, or who come from distant lands, bringing unfamiliar customs, ways of life and ideas”; and
WHEREAS, Pope Francis led a holy life focused on humility, simplicity, poverty of spirit and a radical devotion to Christ’s call of charity to the least among us; and
WHEREAS, it is fitting that we should remember the abundant life of this human being and successor to Saint Peter;now, therefore, be it

In Memory of: (5-15) Raymond B. Small, of Parkman. After high school, Mr. Small began his own cement business with a crew of friends and family, but he spent most of his life behind the wheel of a big rig. He spent years working for Hartt Transportation, PTS across the country and locally with Estes. He also served as Road Commissioner and Fire Chief for the Town of Canaan for many years. But when he went back to the family farm in Parkman, he would still jump in a plow truck and help with the local roads. He was a member of the Masons since 1996. Mr. Small will be long remembered and sadly missed by his family, friends and community;

Ms. Worthen worked as Head Chef and Nutritional Educator at Maine Coastal Studies for Girls, steering many young adults to better understand the importance of lifelong proper nutrition. She also attended Le Cordon Bleu Ottawa for formal pastry training and ran a lobster business and a catering business that was known for its wedding cakes. Ms. Worthen will be long remembered and sadly missed by her family, friends and community;

After working at Lamont Library at Harvard University, Mrs. Bailey spent 20 years travelling the country and the world with her husband, Richard, as a Marine wife. Later she worked for over 10 years as the Executive Assistant to the Dean of Student Affairs at Saint Joseph's College in Standish, where she met and was loved by several generations of students. Mrs. Bailey will be long remembered and sadly missed by her family, friends and community;

(5-18) James Glenwood Gordon, of Norridgewock. Mr. Gordon had a career as an Operating Engineer for Local 4 in Boston. He went on to be a devoted member of the Norridgewock Fire Department for which, in addition to his regular duties, he dedicated 35 years to serving as "Santa," spreading Christmas cheer. Mr. Gordon will be long remembered and sadly missed by his family, friends and community;

(5-19) the Honorable Glenys Berry, of Madison. In 1953, Mrs. Berry and her husband Ronald moved to Madison, where they owned Berry Orchards for many years. She was also very active in the Maine Farm Bureau, the Madison Baptist Church and the Republican Party, and she worked for over 15 years in the kitchen at the Skowhegan Art School. In 1970, Mrs. Berry was elected to Maine's House of Representatives and went on to serve for 3 terms. In the Legislature, she served on the Health and Institutional Services, Transportation and Local and County Government committees. She then served as the Somerset County Registrar of Probate for 4 years. She and her husband later managed sporting camps at King and Bartlett in Eustis and Kennebago Camps in Rangeley. They were both also very involved in the inception and fellowship of Crossroads Bible Church. Mrs. Berry will be long remembered and sadly missed by her family, friends and community;

(5-20) G. Clifton Eames, of Bangor. Mr. Eames was a veteran of the United States Navy. He was associated with his family's business, N. H. Bragg & Sons of Bangor, for 42 years, retiring in 1992. For the last 11 of those years, he served as its president, as a member of the fifth generation of his family to do so. He also was president of the Bangor Jaycees, chairman of the Bangor Planning Board, president of the Lucerne-in-Maine Village Corporation, president of The Counseling Center, chairman of the Pine Tree Chapter of American Red Cross, campaign chairman and later chairman of the Board of the United Way, chairman of the Board of Eastern Maine Medical Center and of Eastern Maine Healthcare and a founding director of Eastern Maine Healthcare System. He was a member of the original Steering Committee of the Bangor Region Leadership Institute, the first lay member of the Maine Bar Association Grievance Committee and later a member of the Grievance Commission of the Board of Overseers of the Bar. He was a director and past president of Bangor Nursing and Rehabilitation Center. He also served on the board of trustees of Acadia Hospital, the boards of directors of the Bangor YMCA, The Home for Aged Men and Phillips-Strickland House. He was a past president of City Club and of the Rotary Club of Bangor, a president of the Sunbury Foundation and a trustee of the Good Samaritan Agency. He led and provided extensive guidance for many capital campaigns and fund-raising efforts over the years. He had been chairman of the board of Bangor Savings Bank, a director of Bangor Hydro Electric Company, president of Ban-Air Corporation, director and president of the Action Committee of 50 and a Director of Target Area Development Corporation. He was honored by the Bangor Region Chamber of Commerce with the Norbert X. Dowd Achievement Award in 1993, by the Katahdin Area Council of Boy Scouts with the Distinguished Citizen Award in 1999 and by Eastern Maine Medical Center with the Distinguished Service Award. He also held an honorary degree from Husson College. He was a lifelong member of All Souls Congregational Church, where he served terms as moderator, trustee, deacon and treasurer, and he was a member of the choir there for more than 70 years. He also was a founding member of "The Landlords," a local male choral group, which he was associated with for over 65 years. Mr. Eames will be long remembered and sadly missed by his family, friends and community;
