JOINT RESOLUTION TO RECOGNIZE THE 125TH ANNIVERSARY OF THE POEM “LIFT EVERY VOICE AND SING” BY JAMES WELDON JOHNSON
WHEREAS,James Weldon Johnson was a novelist, poet, songwriter, educator, attorney, journalist, diplomat and civil rights leader; and
WHEREAS, Johnson’s gifts in poetry and music led him to join his younger brother’s popular music trio in New York City in 1901, where he helped to write many of the trio’s songs; and
WHEREAS, Johnson became a key artistic figure in the Harlem Renaissance in the 1920s, continuing to publish notable collections of poems and spirituals, and is known in particular for writing the poem “Lift Every Voice and Sing,” which he wrote in 1900 to celebrate the 50th anniversary of the Emancipation Proclamation; and
WHEREAS, the poem, written from the perspective of African Americans in the late 19th century, includes imagery that evokes the biblical Exodus from slavery to freedom and is an exhortation to all to become active participants in the struggle for freedom; and
WHEREAS, “Lift Every Voice and Sing” was converted into a song by James Weldon Johnson’s brother John Rosamond Johnson and became known as the Black National Anthem due to its enormous importance to African Americans; and
WHEREAS, embedded within its lyrics are stories of triumph, struggle and freedom that resonate deeply for African Americans, especially during the reconstruction and civil rights eras, and the lyrics of “Lift Every Voice and Sing” serve as a reminder for Black Americans that each generation has had to lift their voices, along with those within their community, to demand and protect their human rights; and
WHEREAS, the song was performed for the first time on February 12, 1900 in Jacksonville, Florida by 500 school children in celebration of President Abraham Lincoln’s birthday; and
WHEREAS, at the turn of the 20th century, Johnson’s lyrics eloquently captured the solemn yet hopeful appeal for the liberty of Black Americans, and, set against the religious invocation of God and the promise of freedom, the song was later adopted by the NAACP and prominently used as a rallying cry during the Civil Rights Movement of the 1950s and 1960s; and
WHEREAS, the song includes the lyrics “… Let our rejoicing rise / High as the list’ning skies / Let it resound loud as the rolling sea / Sing a song full of the faith that the dark past has taught us / Sing a song full of the hope that the present has brought us / Facing the rising sun of our new day begun / Let us march on ‘til victory is won…”; and
WHEREAS, not only do the lyrics reflect how violence has been inflicted on the Black community, but it affirms and encourages the Black collective to remain faithful in its vision despite the struggles it has endured over the centuries; and
WHEREAS, the core message of the poem is that, through strong faith and solidarity, the Black community can move forward and reimagine a world where true liberty is achievable; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-second Legislature now assembled in the First Regular Session, take this occasion to recognize the 125th anniversary of “Lift Every Voice and Sing.”

JOINT RESOLUTION HONORING THE LIFE AND WORK OF FREDERICK DOUGLASS
WHEREAS,Frederick Douglass was born Frederick Augustus Washington Bailey into slavery in February 1818 in Talbot County, Maryland. As a young man, while still enslaved, Frederick taught himself how to read and write. At 15, he educated other enslaved individuals and attempted to gain his freedom through fighting back against a “slave-breaker,” but was unsuccessful. His enslaver then sent him back to Baltimore, where he met a young free black woman named Anna Murray. Murray would later become his wife, and she risked her own security to buy Douglass the train ticket that brought him to freedom in New York City; and
WHEREAS, in the same year that Douglass got his freedom, he married Anna Murray. To get further away from the danger of re-enslavement, they moved to New Bedford, Massachusetts, adopting the last name Douglass. It was here that Douglass began addressing abolitionist meetings and quickly gained a reputation as an orator. He was soon being paid to speak by the Massachusetts Anti-Slavery Society, which took him on speaking tours across the North and Midwest. His fame as a speaker increased, and so did the risk of his being caught and re-enslaved, especially after 1845, when he published his first autobiography detailing his time as a slave. In order to avoid this danger, he took his tour overseas to England, Ireland and Scotland for 2 years, until abolitionists bought his freedom, which allowed him to return back to the United States as a legally free man; and
WHEREAS, after his return to the United States, he continued his work by helping those on the Underground Railroad, supporting anti-slavery political parties and, during the Civil War, helping to ensure that emancipation would be the outcome of the war, even meeting with President Lincoln to advocate on the behalf of black troops who were not receiving the same pay and treatment as white troops. He also ran his own newspaper, The North Star, and in 1855 published his second autobiography; and
WHEREAS, after the end of Reconstruction, Douglass served under five presidents as United States Marshal for the District of Columbia from 1877 to 1881, the district’s Recorder of Deeds from 1881 to 1886 and Minister Resident and Consul General to Haiti from 1889 to 1891. In addition to his federal work, Douglass continued on a speaking tour schedule giving speeches for racial equality and women’s rights; and
WHEREAS, Douglass’s speaking engagements also brought him to Maine multiple times, both before and after the Civil War. He spoke in Bangor and Waterville in 1855, Augusta in 1857, Waterville again in 1864 and Lewiston in 1873. Douglass came to Maine in 1877 as a guest of the veterans of the First Maine Cavalry, a famous Civil War unit, at their annual reunion in Old Orchard Beach. He appreciated the progress made on race relations that enabled him to enjoy “a game of croquet with ladies and gentlemen of a different race right out in front of the hotel”; and
WHEREAS, Douglass also maintained a lifelong friendship with the founder and first president of Bates College, Oren Cheney, who was a fellow abolitionist and activist, and used his home as a stop for the Underground Railroad, helping those escaping slavery reach Canada; now, therefore, be it
RESOLVED: That We, the members of the One Hundred and Thirty-second Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this occasion to honor the life and work of Frederick Douglass.

JOINT RESOLUTION RECOGNIZING THE LIFE OF BAYARD RUSTIN AND HIS CONTRIBUTIONS TO THE CIVIL RIGHTS MOVEMENT
WHEREAS,Bayard Rustin was born in West Chester, Pennsylvania on March 17, 1912. From his grandparents, Janifer and Julia Rustin, he took his Quaker values, which, in his words, “were based on the concept of a single human family and the belief that all members of that family are equal,” according to Jervis Anderson in Bayard Rustin: Troubles I’ve Seen; and
WHEREAS, Rustin began advocating for desegregation when he was a football player in high school. Lore has it that he staged an impromptu sit-in at a restaurant that would serve his white teammates but not him. He continued his activism by protesting racial segregation in the United States Armed Forces throughout college; and
WHEREAS, Rustin was a member of the pacifist Fellowship of Reconciliation as well as the Congress on Racial Equity. He spoke and engaged in advocacy throughout the country, but his actions and his open embrace of his gay identity resulted in him being arrested multiple times. He even had to resign from the Fellowship of Reconciliation board; and
WHEREAS, in 1956, Rustin met Martin Luther King, Jr. Rustin helped introduce King to the teachings of Mahatma Gandhi. He worked with King to organize the Southern Christian Leadership Conference in 1956 and 1957. King and Rustin parted ways in 1960, but their paths would cross again; and
WHEREAS, Rustin was one of the key organizers of the March on Washington for Jobs and Freedom. He started planning it in 1962, with the goal of uniting the large civil rights organizations of the time. Given his past and the recognition of his homosexuality by other leaders of the movement, he was forced to serve mostly behind the scenes as deputy director, but that did not diminish his enthusiasm. Rustin and his team coordinated much of the logistics for the march, down to the manual used by bus captains to know how they should set up transportation to and from Washington; and
WHEREAS, the March on Washington was a great success. As many as 300,000 marchers showed up, and many of the great speeches of the Civil Rights Movement were given on the steps of the Lincoln Memorial. Bayard Rustin was in the wings making sure everything went smoothly, and he read the marchers’ demands to the assembled demonstrators; and
WHEREAS, from 1965 to 1979, Rustin served as the head of the A. Philip Randolph Institute, the American Federation of Labor and Congress of Industrial Organizations’ African American constituency group. Serving alongside A. Philip Randolph until his passing in 1979, Rustin worked to racially integrate unions and promote unions among African Americans; and
WHEREAS, Rustin served on several humanitarian missions to Vietnam, Cambodia and Haiti during the 1970s and 1980s. In the 1980s, he became an advocate for people with HIV/AIDS and he no longer hid his sexual orientation from others. Because same-sex marriage was not officially recognized at the time, Rustin and Walter Naegle undertook to solidify their partnership and protect their union legally through adoption: in 1982 Rustin adopted Naegle, 30 years old at the time. Other couples followed suit; and
WHEREAS, in 1986 testimony on behalf of New York State’s Gay Rights Bill, Rustin stated that “gay people are the new barometer for social change.” He felt that injustice everywhere should not be tolerated and must be protested. He died August 24, 1987, as a result of a perforated appendix; and
WHEREAS, President Ronald Reagan issued a statement on Rustin’s death, praising his work for civil rights and “for human rights throughout the world.” He added that Rustin “was denounced by former friends, because he never gave up his conviction that minorities in America could and would succeed based on their individual merit”; and
WHEREAS, on August 8, 2013, Rustin was posthumously awarded the Presidential Medal of Freedom by President Barack Obama, the highest civilian award in the United States. The citation in the press release stated: “Bayard Rustin was an unyielding activist for civil rights, dignity, and equality for all. An advisor to the Reverend Dr. Martin Luther King, Jr., he promoted nonviolent resistance, participated in one of the first Freedom Rides, organized the 1963 March on Washington for Jobs and Freedom, and fought tirelessly for marginalized communities at home and abroad. As an openly gay African American, Mr. Rustin stood at the intersection of several of the fights for equal rights”; and
WHEREAS, at the White House ceremony on November 20, 2013, President Obama presented Rustin’s award to Walter Naegle, his partner of 10 years at the time of Rustin’s death; and
WHEREAS, Rustin’s life and legacy live on today on the big screen in the 2023 film Rustin, which was nominated for many awards, including two Golden Globes and an Oscar. Actor Colman Domingo played Bayard Rustin, a role which earned him Golden Globe, British Academy of Film and Television Arts and Academy Award nominations for Best Actor, making him the first openly gay American actor nominated for an Oscar for playing a gay character; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-second Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this opportunity to recognize the life of Bayard Rustin, his fight against injustice and his extensive contributions to the civil rights and equal rights movements.

WHEREAS, commencement of Ramadan begins on the evening of February 28, 2025, and Ramadan continues for one lunar month; and

WHEREAS,substance use disorder and the overdose crisis continue to devastate communities across Maine, resulting in the tragic loss of 490 lives in 2024 alone, leaving families, friends and communities in mourning; and
WHEREAS, Black Balloon Day, observed annually on March 6th, serves as an international day of remembrance to honor those lost to overdose and to acknowledge the profound impact of substance use disorder on individuals, families and society; and
WHEREAS, each life lost represents a parent, child, sibling, friend or neighbor whose full potential was never realized because of the disease of addiction; and
WHEREAS, the overdose crisis affects people of all backgrounds and communities, and there is an urgent need for increased awareness, prevention, treatment, harm reduction and recovery support services; and
WHEREAS, stigma remains a significant barrier to seeking and receiving care, and it is our collective responsibility to foster compassion, understanding and evidence-based approaches to substance use disorder; and
WHEREAS, families and advocates throughout Maine continue to share their stories, fight for better policies and work to ensure that no more lives are lost to preventable overdoses; and

WHEREAS, research shows that, through supervised tooth brushing programs and preventive dental care, children can reduce the occurrence of dental-related illness, which starts as early as first grade and causes children in the United States to miss 51,000,000 hours of school time each year; and
WHEREAS, through a balanced diet, brushing and flossing after every meal and regular dental checkups, children can avoid dental caries and remain healthy; now, therefore, be it

In Memory of: (5-76) William "Bill" Casavant, of Presque Isle. Mr. Casavant began his career as a physical education teacher in 1972 at Loring Air Force Base and in Limestone, where he coached soccer, basketball and baseball teams to many successful seasons. In 1980, he began working at Northern Maine Vocational Technical Institute, which became Northern Maine Community College. There he taught physical education, served as the athletic director and coached the soccer and basketball teams. He served as Northern Maine Community College's Director of Admissions from 1995 to 2008. He founded and directed Aroostook Basketball Camp in Presque Isle, and for over 30 years he broadcasted hockey and basketball games over the radio. In retirement, he served as the athletic director of the University of Maine at Presque Isle for two years. Over his entire career, he refereed soccer games and umpired baseball games on various levels ranging from Little League to professional leagues. In 2022, he was honored by the Maine Principals' Association for his 50 years of service umpiring high school baseball. He was a member of the University of Maine at Presque Isle Athletic Hall of Fame, the Maine Sports Legends and the Maine Baseball Hall of Fame. Mr. Casavant will be long remembered and sadly missed by his family, friends and community;

(5-77) John Huard, of South Portland. Mr. Huard is Maine's only member of the national College Football Hall of Fame, into which he was inducted in 2014. Playing football at the University of Maine, he earned All-New England Conference and All-Yankee Conference honors and was twice named a first-team All-American, in 1965 and 1966. He was a defensive captain for the Black Bears in the 1965 Tangerine Bowl in Orlando, Florida, Maine's only appearance in a Division 1 bowl game. In 1967, the Denver Broncos selected him in the fifth round of the American Football League draft. He played three seasons with the Broncos before sitting out the 1970 season and then playing for the National Football League's New Orleans Saints. Mr. Huard returned to Orono to serve as an assistant coach in 1974. He was the head football coach at Acadia University in Canada, where he guided the program to two national titles in 1979 and 1981. He coached at the Maine Maritime Academy from 1987 to 1993 and, in 2000, coached the Canadian Football League's Toronto Argonauts. After his coaching career, he was Chief Executive Officer of Northeast Turf Hue, Inc., in South Portland. Mr. Huard will be long remembered and sadly missed by his family, friends and community;

(5-78) Frances M. Nadeau, of Biddeford. Mrs. Nadeau was a homemaker and was also employed as a teacher's aide for many years in the Biddeford school system. She later worked for Mariam's Bridal Salon in Biddeford with her sister Gilberte before retiring in 1990. Mrs. Nadeau will be long remembered and sadly missed by her husband of 68 years, Raymond, her family and friends and all those whose lives she touched;

(5-80) Kathleen Stevens "Kay" Young, of Portland. Mrs. Young raised her children and had a career in nursing. She was active in the United Methodist Women's group and worked with the ERA movement in the 1970s. Mrs. Young will be long remembered and sadly missed by her family, friends and community;

(5-81) Jean Marie Flaherty, of Portland. Throughout her life, Mrs. Flaherty worked in retail at Kmart, Macy's and Reny's department stores. During retirement, she became a foster grandparent in the Portland Schools. She was longtime communicant of St. Joseph's Church. Mrs. Flaherty will be long remembered and sadly missed by her family, friends and community;

(5-82) Mark Kearly, of Easton. Mr. Kearly worked for the Department of Transportation for 19 years and honorably served many years as a member of the Presque Isle Fire Department, the Easton Fire Department and Crown Ambulance. His dedication, courage and service to his colleagues and the community will have a lasting impact. Mr. Kearly will be long remembered and sadly missed by his family, friends and community;

(5-83) Robert Eugene Anderson, of Houlton. After a short time in the Army Reserves, Mr. Anderson joined the F.A. Peabody Company, a family-owned insurance and real estate agency, and by 1967 had become the company's Owner, President, and Chair of the Board. Under his leadership the company expanded to over 120 employees and 13 offices and also operated F.A. Peabody Company Administrative Services and Pioneer Broadband. He served as Director of the Independent Insurance Agents Association of Maine from 1980 to 1987 and as Chair in 1986. He also served on the Travelers Insurance Company's National Agents Advisory Council from 1982 to 1985, as well as on various other regional agency councils, and he was a Director for 2 publicly traded companies, Maine Public Service and Katahdin Trust Company. Mr. Anderson's extensive community service included memberships in local lodge organizations and the Houlton Rotary Club, which honored him with the Paul Harris Fellowship and a Lifetime Achievement Award. He served as the Houlton Town Council Chair from 1972 to 1974. Mr. Anderson also partnered with David Moore to reestablish the local radio station WHOU in 1995. In 1984, he began more than 30 years as Founder, Director and Officer of the Houlton Regional Health Services Foundation, serving as both Chair and Treasurer and establishing a partnership between the foundation and the Houlton Rotary Club to develop the Boy and the Boot Endowment Fund. During his tenure the foundation's endowment reached $3.3 million, in addition to dispersing over $3.4 million to fund the local hospital, area nonprofit health care agencies, municipalities and schools. From 2010 to 2021, he chaired a riverfront park development committee, which raised funds to build the Gateway Crossing Bridge over the Meduxnekeag River and establish a park with a trail system. The Greater Houlton Chamber of Commerce honored Mr. Anderson with a Lifetime Achievement Award in 2008 and also honored his involvement with the Putnam House Senior Center with a Community Spirit Award to the center in 2019. Mr. Anderson will be long remembered and sadly missed by his family, friends and community;

(5-84) William Larkin Bulger, of Deer Isle. Mr. Bulger was a fine furniture builder and artist. He was a highly respected sternman for 25 years. Recently, he established Downeast Mushrooms with his life partner, Caitlin Hathaway, researching and building a climate-controlled environment for farming mushrooms organically. Mr. Bulger will be long remembered and sadly missed by his family, friends and community;

(5-85) Barry Dale Strout, of Cornville. Mr. Strout was a dairy farmer in Dexter and Cornville for many years before beginning a new career at Hart Transportation. After retirement, he and his wife, Adrienne, started an antiques business, and he also fulfilled his dream of owning and pulling a draft horse. He was a 3rd generation Mason and a member of the Penobscot Lodge in Dexter. Mr. Strout will be long remembered and sadly missed by his family, friends and community;
