JOINT RESOLUTION TO RECOGNIZE THE OBSERVANCE OF JUNETEENTH ON JUNE 19, 2023
WHEREAS,for 156 years, Juneteenth National Freedom Day, also known as Emancipation Day, Emancipation Celebration, Freedom Day, Juneteenth Independence Day and Juneteenth, has been one of the most recognized African-American holiday observances in the United States; and
WHEREAS, Juneteenth commemorates the day freedom was proclaimed to all slaves in the South by Union General Gordon Granger, on June 19, 1865 in Galveston, Texas, more than 2 1/2 years after the signing of the Emancipation Proclamation by President Abraham Lincoln; and
WHEREAS, Juneteenth commemorates the determination of the first people from Africa, approximately 11,500,000 of whom survived the awful voyages across the Atlantic and who were brought to this country and enslaved in chattel slavery and whose descendants served as slaves for 200 years before the horrific institution of chattel slavery was abolished; and
WHEREAS, Juneteenth is the oldest known celebration commemorating the end of chattel slavery in the United States;and
WHEREAS, over 130 years after the Emancipation Proclamation and after years of informal annual celebration, Juneteenth was declared a federal holiday in 2021 by the President of the United States and the United States Congress; and
WHEREAS, “Until All are Free, None are Free” is an oft-repeated maxim that can be used to highlight the significance of the end of the era of chattel slavery in the United States; and
WHEREAS, Juneteenth became an official state holiday in Maine in 2022; and
WHEREAS, it is important to recognize the historical significance of Juneteenth in order to advance racial equity, human dignity and justice; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-first Legislature now assembled in the First Special Session, on behalf of the people we represent, recognize the observance of Juneteenth on June 19, 2023, and encourage people in our State to participate in Juneteenth observances.

(5-3) the Town of Waldoboro, which is celebrating its 250th anniversary. Waldoboro was incorporated as a town in 1773 after about 30 years of settlement as a village named Broad Bay. The town's early industry in shipbuilding, which once ranked Waldoboro as the sixth port in the United States, continued until steamships displaced sails in the early 1900s. We extend our congratulations and best wishes;

(5-4) Chuck Hays, of Manchester, who is retiring as President and Chief Executive Officer of MaineGeneral Health. In 1995, Mr. Hays joined what is now the State's third-largest health care system, MaineGeneral Health. In the more than 20 years since Mid-Maine Health System joined Kennebec Valley Health System to become MaineGeneral Health, he has held a number of positions of increasing responsibility. As Senior Vice President and Chief Operating Officer, he headed the team responsible for the construction and operation of the Harold Alfond Center for Cancer Care, which opened in July 2007. In October 2007, he was named President and Chief Executive Officer of MaineGeneral Medical Center. In 2013, he became President and Chief Executive Officer of the parent company, MaineGeneral Health. Under his leadership, MaineGeneral Medical Center has been recognized with many distinguished national quality awards and has been recognized as one of the best hospitals in the world for 2022 and 2023 by Newsweek Magazine. He is a member of the American College of Healthcare Professionals, Maine Hospital Association and American Hospital Association and currently serves on the Mid-Maine Chamber of Commerce Board, Kennebec Savings Bank Board, serving as Vice Chair, Alfond Youth and Community Center Board, Maine Health and Higher Education Funding Authority and Maine Dartmouth Residency Board. In that role, she mended sick and injured kids, held a careful financial rein on spending and took on the role of school nurse. In her 30 years, she worked through several administrative changes, from the transition of School Union 47 to AOS 98 to managing a school population decline from over 100 students to 55 students. (5-20) Bruce Gullifer, of Scarborough. Mr. Gullifer was an employee of the Town of Scarborough for over 30 years, becoming the Community Service Director. He was responsible for hosting all the town events and organizing new town projects, including the annual Summerfest, and pushing for major public use improvements like the Skate Park, Eastern Trail, Memorial Field and Wiley Field. He also coached the Scarborough High School Varsity Soccer Team from 1990 to 1998. Mr. Gullifer will be long remembered and sadly missed by his family and friends and all those whose lives he touched;

(5-21) Lois C. Stack, of Portland. Dr. Stack worked as Director of Research in social psychology at Hutchings Psychiatric Center in Syracuse, New York and later as an Associate Professor of Psychology at Syracuse University and as an instructor at the Upstate Medical Center School of Nursing. She served as President of the Syracuse Rose Society, was an active member of the Social Arts Club and was a docent at the Everson Museum. In 2014, she moved to the Atrium at the Cedars in Portland. Dr. Stack will be long remembered and sadly missed by her family and friends and all those whose lives she touched;

(5-22) Kay Dawna Mosher, of Gorham. Mrs. Mosher taught at Sayre High School in Philadelphia, Pennsylvania before moving to Aberdeen, Maryland and later to Portland, where she taught at Portland High School. In 1959, she moved to Gorham. Attending the Westbrook-Warren Congregational Church, she served as a member of the Choir, Couples Club and Merger Study Committee and as a Sunday School teacher. She was a member of the Westbrook Women's Club, Jaycee Wives and Women's Literary Union. In 1968, she helped create the Gorham Cooperative Nursery School. As her children got involved in music, she became active with the Portland Symphony Supporters and was a charter member of the University of Southern Maine Music School Scholarship Gala. She also served on a committee that established the Gorham Land Trust and was a member of the University of Maine Women's Alumni. Mrs. Mosher will be long remembered and sadly missed by her husband of 67 years, Abbott, her family and friends and all those whose lives she touched;

(5-23) Margaret Pelletier Peirce, of Scarborough. Mrs. Peirce owned and operated the Dirigo Bridge Club in Bangor for years and was a certified American Contract Bridge League Director. A Diamond Life Master bridge player, she enjoyed traveling to and successfully competing in regional and national tournaments. Mrs. Peirce will be long remembered and sadly missed by her family and friends and all those whose lives she touched;

(5-24) Paul Dana Weeks, of Gorham. Mr. Weeks was a veteran of the United States Army, serving in World War II, and of the United States Air Force Reserve. He worked for many years for Equifax, retiring in 1989. He was a longtime member of the Gorham Lions Club, for which he volunteered during the summer antique car show and performed as a clown in the Gorham 4th of July Parade. Mr. Weeks will be long remembered and sadly missed by his wife of 70 years, Patricia, his family and friends and all those whose lives he touched;

(5-25) Eugene Keene, of Auburn. Mr. Keene was a veteran of the United States Air Force, serving from 1955 to 1960. Returning to Maine, he served the City of Auburn as assistant superintendent of the Parks and Recreation Department for 30 years. There he initiated a youth football program and also coached baseball for the Auburn Suburban Little League for many years. Mr. Keene will be long remembered and sadly missed by his wife of 68 years, Marlene, his family and friends and all those whose lives he touched;
