Dear Honorable Members of the 128th Legislature:

 

Under the authority vested in me by Article IV, Part Third, Section 2 of the Constitution of the State of Maine, I am hereby vetoing LD 463, "An Act To Improve the Funding of County Jails."

 

Since 2008, when the Democrats crafted one of the worst laws in the history of our state, the funding for our county jails has been a mess.  That law capped county and local spending on jails with the understanding the State would pick up the tab on all spending above that fixed number.  The counties therefore had absolutely no incentive to rein in costs of county jails.  Ever since this law passed, counties have been on a spending spree at the expense of the state taxpayer. 

 

It has been clear for years now the jail funding system is in desperate need of repair.  I have consistently said that whoever operates the jails needs to bear the responsibility for paying for the jails.  This bill does not contain that proposed solution. 

 

For this reason, I return LD 463 unsigned and vetoed. I strongly urge the Legislature to sustain it.

            (5-1)  Christa Carr, of Pittsfield, a student at Maine Central Institute, who won the Girls Shot Put Title at the Class C Track and Field State Championships with a throw of 36-9.50.  We extend to Christa our congratulations and best wishes;

            (5-2)  Jolene Littlehale, of Bryant Pond, who is retiring as Teaching Principal of Woodstock Elementary School after 38 years of service in School Administrative District #44.  We extend to Ms. Littlehale our appreciation for her service and offer her our congratulations and best wishes;

            (5-3)  the Cape Elizabeth High School Boys Lacrosse Team, of Cape Elizabeth, which won the Class B State Championship.  This is the team's fourth title in five years and its eleventh since 1998.  We extend to all the members of the team our congratulations and best wishes;

 

(SLS 524)

 

 

            (5-4)  the Richmond High School Softball Team, of Richmond, which won the Class D South Championship.  The team's regional championship victory was the last game of an 88-game winning streak, the fifth longest all-time in the United States according to the National Federation of State High School Associations.  We extend to all the members of the team our congratulations and best wishes;
