Sec. F-1. Allocations authorized. Notwithstanding any other provisions of law, the Maine Outdoor Heritage Fund Board through the Department of Inland Fisheries and Wildlife is authorized to transfer and allot Maine Outdoor Heritage Fund grant awards by financial order upon recommendation by the State Budget Officer and approval of the Governor.

     Sec. F-2. Carrying balances - Inland Fisheries and Wildlife Program; lapsed balances. Notwithstanding any other provision of law, $879,994 in fiscal year 1996-97 in the Carrying Balances - Inland Fisheries and Wildlife Program lapse to the General Fund as a result of an estimated revenue shortfall in fiscal year 1996-97. An adjustment must be made during fiscal year 1997-98 to reconcile this amount to the actual revenue in fiscal year 1996-97.
