Allowing a career and technical education (CTE) center or region with fewer than 1,000 students at the CTE approved student grade levels in the catchment area to have at least one full-time employee for every 8 students and a CTE center or region with 1,000 or more students at the CTE approved student grade levels in the catchment area to have at least one full-time employee for every 13 students or a ratio appropriate to the industry standard for the vocational field that is the subject of the career and technical education will increase the total cost of public education from kindergarten to grade 12 beginning in fiscal year 2023-24. The estimated annual cost of this provision is $26,976,120. Because the cost of funding CTE centers and regions is fully borne by the State, ongoing General Fund appropriations to the General Purpose Aid for Local Schools program for this amount are included in this bill beginning in fiscal year 2023-24. If funding is not provided, the provisions in this bill will result in a redistribution of school subsidy in fiscal year 2023-24, with local school administrative units receiving less subsidy than they would have absent this legislation and CTE centers and regions receiving more. The impact to individual school administrative units cannot be determined at this time.
Funding for CTE centers and regions is included in the enhancing student performance and opportunity component of the total cost of education from kindergarten to grade 12 pursuant to Title 20-A, section 15688-A. If this bill is enacted, the amount appropriated here for fiscal year 2023-24 will be added to the amount already designated for CTE centers and regions in Public Law 2023, chapter 17, Part C.
