This bill will
prevent state agencies, municipalities, and other political subdivisions of
Maine from licensing, permitting, or otherwise approving or authorizing the
siting, construction, or operation of offshore wind power projects in
state-owned submerged lands, territorial waters, or federal waters. It may
limit the States' ability to pursue federal funding in areas related to
certain wind energy development and may also eliminate any State or municipal
revenue from any licenses or permits that would otherwise be issued for
certain wind energy projects. |

Any additional
costs to the Public Utilties Commission, the Department of Agriculture,
Conservation and Forestry or the Department of Environmental Protection to
review the provisions of law under the agencies respective jursidiction and
submit changes to conform with the prohibitions in this bill are anticipated
to be minor and can be absorbed within existing budgeted resources. |
