This bill allows the Department of Agriculture, Conservation and Forestry (ACF) to designate parcels of land under the jurisdiction of the agency as deer wintering areas and authorize expenditures related to the management of those lands with funding from the Maine Deer Management Fund (MDMF), a program account within the Department of Inland Fisheries and Wildlife (IFW).  Expenditures by ACF would be commensurate with the amount of acreage designated and the land management measures approved by IFW.  Funds would be transferred from the MDMF within IFW to assigned accounts within the ACF based on the terms and conditions outlined in a memorandum of understanding between the two departments.
