This bill prohibits using state funds to provide a rebate, incentive, or other subsidy to purchase or lease an electric vehicle, defined as a vehicle powered entirely or partially by an electric motor. The Efficiency Maine Trust (EMT) would be unable to use any federal funding received, settlement agreements already received or interest earned on these funds for the purposes required by statute. Unused federal funding may have to be returned to the federal government if the purposes for which it was granted cannot be fulfilled and the State's ability to acquire future federal grants for electric vehicle programs will be blocked. Similarly, any funds received from settlement agreements would be unable to be used by the EMT for electric vehicle incentives or programs.
