This resolve requires the Department of Administrative and Financial Services to investigate and determine whether the State is providing the owner of the paper mill in Old Town certain benefits required by a 2004 agreement between the State and the paper mill owner. Those benefits include the operation of a solid waste disposal facility in the City of Old town to provide disposal capacity to the paper mill there. If the agreed upon benefits are not being provided, the department must take any action necessary to fulfill the State's obligations.
                                                                                                                                                                                                                       If it is determined that the State has not been meeting its obligations, there may be additional costs to the State to change, improve or expand the operation or capacity of the landfill. Whether state expenditures will be needed will not be known until the investigation has been completed.
Additional costs to the department associated with conducting an investigation and making a detemination can be absorbed within existing budgeted resources.
