While the Legislature already covers and pays for its share of the individual premium for the state employee health insurance plan for a session-only employee while the employee remains employed by the Legislature and funding for such coverage was included in the Legislature's baseline biennial budget (PL 2023, c.17), the bill also changes the annual rate of pay thresholds at which the State pays 85% to 95% of the individual premium for health insurance for session-only employees of the Legislature to match the annual rate of pay thresholds for state employees, as changed by Public Law 2023, chapter 412. This change could result in additional costs to the Legislature that cannot be determined at this time.
Putting this negotiated benefit in statute also means that, without future legislation, any potential cost reduction from elimination or reduction of the benefit in subsequent negotiations is removed.
