This bill authorizes a licensed hunter 70 years of age or older to apply for a permit with a fee of $1, which allows the hunter to designate a subpermittee to harvest a deer on the hunter's behalf. Any additional revenue from the permit fee is not anticipated to be significant. The Department of Inland Fisheries and Wildlife anticipates there will be programming costs to incorporate the subpermittee system into the licensing application used by the department. These costs will depend on the specific programming changes identified by the IT vendor and are expected to be significant.
