This bill authorizes the Governor to distribute up to $400,000 from the Maine Budget Stabilization Fund during a state of emergency that exceeds ten days to certain nonprofit entities in accordance with rules adopted by the Department of Agriculture, Conservation and Forestry (ACF). The amount and timing of any distribution will depend on when and if a state of emergency occurs and on how much funding is authorized by the Governor. Any costs to the ACF to conduct rulemaking regarding the manner in which the funding will be disbursed are anticipated to be minor and can be absorbed within existing budgeted resources.
