The bill includes a Federal Block Grant Fund allocation to the Department of Health and Human Services of $753,666 in fiscal year 2022-23 to amend the Temporary Assistance for Needy Families rules to terminate benefits for only the noncomplying parent but continue to provide assistance to the children and complying parents. This assumes an implementation date of January 1, 2023, as many technological changes are required to make this change operational. Those technological changes, along with rulemaking, are expected to take considerable time to complete.
