Fiscal Detail and Notes
This bill removes Atlantic menhaden from the list of species that may be fished with a commercial pelagic and anadromous fishing license and creates new resident commercial menhaden fishing, nonresident commercial menhaden fishing and noncommercial menhaden fishing licenses and establishes a fee and surcharge for each (detailed below). License fees are deposited into the General Fund and surcharges from each license are deposited into the Pelagic and Anadromous Fisheries Fund. No estimate is made at this time of the number of new licenses that will be issued, but the impact on revenues is not anticipated to be significant.
