Amend the bill by inserting after the title the following:
‘ Mandate preamble. This measure requires one or more local units of government to expand or modify activities so as to necessitate additional expenditures from local revenues but does not provide funding for at least 90% of those expenditures. Pursuant to the Constitution of Maine, Article IX, Section 21, 2/3 of all of the members elected to each House have determined it necessary to enact this measure.
Amend the bill in the 6th paragraph after the title in the 3rd line (page 1, line 20 in L.D.) by striking out the following: "April 30" and inserting the following: 'May 7'
Amend the bill in section 1 in the first paragraph in the 5th line (page 1, line 31 in L.D.) by striking out the following: "April 30" and inserting the following: 'May 7'
Amend the bill in section 1 in the first paragraph in the 7th line (page 1, line 33 in L.D.) by striking out the following: "February 27" and inserting the following: 'March 19'
Amend the bill in section 1 in the question in the 5th line (page 2, line 2 in L.D.) by striking out the following: "February 27" and inserting the following: 'March 19'
SUMMARY
This amendment adds a mandate preamble to the bill. This amendment changes the date for the advisory vote from April 30, 2019 to May 7, 2019. This amendment also corrects the date of the merger agreement.
