Amend the bill by striking out the title and substituting the following:

‘An Act To Provide for Certification and Endorsement for Junior Reserve Officers' Training Corps Instructors To Instruct Students in Grade 9 to Grade 12’

Amend the bill by striking out everything after the enacting clause and inserting the following:

Sec. 1. 20-A MRSA §13003, sub-§5  is enacted to read:

5 Certification and endorsement for Junior Reserve Officers' Training Corps instructor.   The state board by rule shall provide for a certification and endorsement for a federal Junior Reserve Officers' Training Corps instructor, pursuant to 10 United States Code, Section 2031, certified by the United States Department of Defense, to provide Junior Reserve Officers' Training Corps instruction to students in grade 9 to grade 12. The rules must provide alternate pathways to certification, include requirements for background checks and fingerprinting and provide separate endorsements as follows:
A For senior military officers who have a bachelor's degree, the endorsement must be a professional teacher certificate endorsement; and
B For military officers who have an associate degree, the endorsement must be an educational technician endorsement.

Amend the bill by relettering or renumbering any nonconsecutive Part letter or section number to read consecutively.

This amendment, which is the minority report of the committee and strikes and replaces the bill, directs the State Board of Education to adopt rules providing certification and endorsement for federal Junior Reserve Officers' Training Corps instructors to provide Junior Reserve Officers' Training Corps instruction to students in grade 9 to grade 12.
