An Act To Create an Alzheimer's Disease and Dementia Coordinator Position within the Department of Health and Human Services

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 22 MRSA §5106, sub-§4-A  is enacted to read:

4-A Alzheimer's disease and dementia efforts.   Coordinate and implement programs that provide services to the State's population with Alzheimer's disease and other dementias. The department shall designate a coordinator to coordinate efforts across departments and branches of State Government and implement any related state plans developed by the department and recommendations that are beneficial to the State's population with Alzheimer's disease and other dementias and that are developed by the United States Department of Health and Human Services, Centers for Disease Control and Prevention and national organizations with a recognized expertise in matters related to Alzheimer's disease and other dementias. Other tasks of the coordinator include, but are not limited to, collecting data on the incidence of Alzheimer's disease and other dementias, increasing awareness and creating training programs to facilitate access to services in all areas of the State, identifying and managing grants and contracts associated with services and providing policy advice to departments, municipalities and community organizations providing support and services to persons with Alzheimer's disease and other dementias. The department shall submit a report no later than January 30th of each year beginning in 2020 to the joint standing committee of the Legislature having jurisdiction over health and human services matters that outlines the activities and progress of the coordinator and the department regarding programs and services for the State's population with Alzheimer's disease and other dementias;

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides funding for one Alzheimer's Disease and Other Dementias Coordinator position in the office of aging and disability services.

SUMMARY

This bill establishes a position within the Department of Health and Human Services, office of aging and disability services for coordinating programs and services to Maine's population with Alzheimer's disease and other dementias across departments and branches of State Government. The coordinator is required to implement recommendations developed by the United States Department of Health and Human Services, Centers for Disease Control and Prevention and national organizations such as the Alzheimer's Association and plans developed by the Department of Health and Human Services relating to Alzheimer's disease and other dementias. The department is required to submit an annual report to the joint standing committee of the Legislature having jurisdiction over health and human services matters outlining the activities and progress of the coordinator and the department. The bill includes funding for the coordinator position.
