Fiscal Detail and Notes
This legislation reduces motor vehicle excise tax mill rates by 10% per year until it reaches 50% of the current rate.  It would result in a reduction of General Fund revenue of $15,278 and $45,835 in fiscal years 2017-18 and 2018-19, respectively, for excise tax collected on non-residents registering vehicles in Maine.
The loss of revenue to municipalities would be for residents registering vehicles in Maine and would therefore be substantially greater than the loss of revenue to the State for non-residents. No estimate of this loss is made at this time.
