An Act To Mandate the Reporting of a Planned Act of Terrorism by a Person with Knowledge of That Plan

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 17-A MRSA §517  is enacted to read:

§ 517 Failure to report planned act of terrorism

1   A person is guilty of failure to report a planned act of terrorism if that person has knowledge of a plan to perform an act of terrorism and that person does not report that planned act of terrorism to an appropriate criminal justice agency.
2   For purposes of this section, "terrorism" means the use of intentionally indiscriminate violence as a means to create terror or fear in order to achieve a political, religious or ideological aim.
3   Failure to report a planned act of terrorism is a Class E crime.

This bill makes a person's failure to report a planned act of terrorism to an appropriate law enforcement agency when the person has knowledge of the plan to perform an act of terrorism a Class E crime.
