‘Resolve, Concerning the Ownership of a Causeway on Long Lake near St. Agatha’

Amend the bill by striking out everything after the title and inserting the following:

Sec. 1. Pelletier Island causeway working group; report. Resolved: That the Commissioner of Environmental Protection, the Commissioner of Agriculture, Conservation and Forestry and the Commissioner of Transportation shall convene a working group to study the ownership of the causeway connecting Pelletier Island located on Long Lake near St. Agatha to the mainland. The commissioners shall invite the participation of municipal officials from Saint Agatha, municipal officials from Madawaska, representatives of the Pelletier Island landowners association and local residents. The working group shall examine options and develop a recommended plan to resolve the ownership of the causeway, including steps required to implement the plan. By November 30, 2017, the commissioners shall submit a report of the findings and recommendations of the working group, including any suggested legislation, to the Joint Standing Committee on State and Local Government. After reviewing the report, the committee may report out a bill related to the report to the Second Regular Session of the 128th Legislature.’

SUMMARY

This amendment replaces the bill, which is a concept draft, with a resolve. The amendment directs the Commissioner of Environmental Protection, the Commissioner of Agriculture, Conservation and Forestry and the Commissioner of Transportation to convene a working group, including local stakeholders, to study the ownership of the causeway connecting Pelletier Island located on Long Lake near St. Agatha to the mainland. The resolve requires the group to examine options and develop recommendations to resolve the ownership of the causeway and to submit a report to the Joint Standing Committee on State and Local Government no later than November 30, 2017. It authorizes the committee to report out a bill related to the report to the Second Regular Session of the 128th Legislature.
