Amend the resolve by inserting before section 1 the following:

Emergency preamble. Whereas,  acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and

Whereas,  lack of transportation is universally acknowledged by medical, employment and other professionals working with Maine's veteran population as a significant barrier to veterans' accessing health care, training, employment and basic services; and

Whereas,  the pilot project established pursuant to this resolve not only will provide an opportunity to test targeted transportation service to veterans but also will enable the focused collection of veteran-specific data to inform the development of a sustainable means to meet veterans' transportation needs statewide; and

Whereas,  the need for the development of a sustainable means to meet veterans' transportation needs means that the pilot project should begin as soon as funding is available in the next fiscal year; and

Whereas,  in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore, be it

Amend the resolve in section 1 in the first line (page 1, line 1 in L.D.) by striking out the following: "September" and inserting the following: 'July'

Amend the resolve in section 1 in the 2nd line (page 1, line 2 in L.D.) by striking out the following: "February 28, 2021" and inserting the following: 'December 31, 2020'

Amend the resolve in section 1 in the 4th line from the end (page 1, line 9 in L.D.) by inserting after the following: "active duty" the following: ', inclusive of active duty for training purposes,'

Amend the resolve in section 1 in the last 2 lines (page 1, lines 11 and 12 in L.D.) by striking out the following: "regardless of discharge and character of service and inclusive of active duty for training purposes" and inserting the following: 'and who received a discharge other than dishonorable'

Amend the resolve by striking out all of section 4 and inserting the following:

Sec. 4. Appropriations and allocations. Resolved: That the following appropriations and allocations are made.

Initiative: Provides one-time funding for the implementation of a 30-month pilot project in Oxford, Franklin and Androscoggin counties. This funding does not lapse but must be carried over to future fiscal years for its intended purpose.

Amend the resolve by adding before the summary the following:

Emergency clause. In view of the emergency cited in the preamble, this legislation takes effect when approved.

This amendment adds an emergency preamble and emergency clause to the bill. The amendment also changes the beginning date of the 30-month pilot project from September 1, 2018 to July 1, 2018. Finally, the amendment provides that for purposes of the pilot project, "veteran" does not include any person who served on active duty in the United States Armed Forces or served in the Maine National Guard or the reserve components of the United States Armed Forces and who received a dishonorable discharge. The amendment provides that the one-time funding for the pilot project does not lapse but must be carried over to future fiscal years for its intended purpose.
