An Act To Mitigate the Spread of Invasive Milfoil in Wilson Stream

Be it enacted by the People of the State of Maine as follows:

Sec. 1. Town of Monmouth to restrict access to Wilson Stream; gate; recording. The Town of Monmouth shall construct a gate with an electronic locking mechanism to restrict motor vehicle access at the public access point for Wilson Stream. The gate may allow access only to those persons who enter the correct code. The town shall record an educational voice message regarding invasive milfoil, the damage milfoil causes to the environment and the ways to prevent the spread of milfoil. The message must end with the code needed to unlock the electronic locking mechanism on the gate. The town shall make this message available by telephone.

The town shall post a sign at the gate that includes a warning about milfoil and instructions, including the telephone number to call for an educational message regarding milfoil and how to obtain the code in order to gain access at the gate.

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides a one-time appropriation to the Town of Monmouth for the planning, design and construction of a gate with an electronic locking mechanism to restrict motor vehicle access, including site preparation and erosion control, on the public access point to Wilson Stream and to record and make available by telephone an educational voice message with information on how to control the spread of invasive milfoil.

SUMMARY

This bill provides $15,000 to the Town of Monmouth for the construction of a gate with an electronic locking mechanism to restrict motor vehicle access at the public access point to Wilson Stream. The bill also requires the town to record an educational voice message that explains the dangers of invasive milfoil and how to obtain the code to unlock the gate. This message must be made available by telephone.
