An Act To Provide Free Admission for Permanently Disabled Persons at Maine State Parks

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 12 MRSA §1819-C  is enacted to read:

§ 1819-C State Parks Access Pass Program

The State Parks Access Pass Program, referred to in this section as "the program," is established. The bureau shall administer the program.

1 Eligibility.   A person who has been determined to be permanently disabled by the United States Social Security Administration, any workers' compensation board, any insurance company, any state retirement system, any pension plan administrator or any other entity approved by the bureau is eligible to be issued an access pass under the program.
2 Access pass.   A person holding an access pass issued under subsection 1 is allowed free entry into any state park. One adult accompanying the access pass holder is also allowed free entry under this subsection.
3 Rulemaking.   The bureau shall adopt rules to implement this section. Rules adopted pursuant to this subsection are routine technical rules as defined in Title 5, chapter 375, subchapter 2-A.

This bill establishes the State Parks Access Pass Program within the Department of Agriculture, Conservation and Forestry, Bureau of Parks and Lands. The program allows free entry into state parks for persons determined to be permanently disabled.
