An Act To Allow a Public Safety Answering Point To Be Reimbursed for Training Costs

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 25 MRSA §2936  is enacted to read:

§ 2936 Sharing of training costs for dispatchers

Whenever a full-time dispatcher has received the basic training provided to full-time dispatchers by the bureau at the expense of a particular public safety answering point and is subsequently hired by another public safety answering point as a full-time dispatcher within 5 years of the end of the dispatcher's training, the public safety answering point shall reimburse the first public safety answering point according to the formula under this section, unless a mutual agreement is reached.

1 Full amount of cost.   If the dispatcher is hired by the other public safety answering point during the first year after the end of the dispatcher's training, that public safety answering point shall reimburse the first public safety answering point the full amount of the training costs.
2 Eighty percent of costs.   If the dispatcher is hired by the other public safety answering point during the 2nd year after the end of the dispatcher's training, that public safety answering point shall reimburse the first public safety answering point 80% of the training costs.
3 Sixty percent of costs.   If the dispatcher is hired by the other public safety answering point during the 3rd year after the end of the dispatcher's training, that public safety answering point shall reimburse the first public safety answering point 60% of the training costs.
4 Forty percent of costs.   If the dispatcher is hired by the other public safety answering point during the 4th year after the end of the dispatcher's training, that public safety answering point shall reimburse the first public safety answering point 40% of the training costs.
5 Twenty percent of costs.   If the dispatcher is hired by the other public safety answering point during the 5th year after the end of the dispatcher's training, that public safety answering point shall reimburse the first public safety answering point 20% of the training costs.
6 No obligation.   If the dispatcher ended training more than 5 years before subsequently being hired by the other public safety answering point, that public safety answering point is not obligated to reimburse the first public safety answering point.

If the dispatcher is subsequently hired by additional public safety answering points within 5 years of the end of the dispatcher's training, each of those public safety answering points is liable to the public safety answering point immediately preceding it for the training costs paid by that public safety answering point under this section. The extent of financial liability must be determined according to the formula established by this section.

SUMMARY

This bill provides for the reimbursement, in full or in part, of a public safety answering point's training costs for a dispatcher who finds employment at another public safety answering point within 5 years of completion of training by the Emergency Services Communication Bureau within the Public Utilities Commission.
